The Utility Billing Department provides water, sewer and garbage collection services for Residential and Commercial customers and is open Monday thru Friday from 8:00 a.m. to 5:00 p.m.
Utility customers are required to complete an application in person, provide picture identification and pay deposit and service fee to establish an account.

PAYMENT INFORMATION:
Payments may be made in person or by mail. For your convenience, the City has a drive-thru and drop-box located at the back of City Hall, and accepts Visa and MasterCard when payments and/or deposits are made in person. The City is not responsible for cash that is deposited into the drop-box.
A $25.00 service fee shall be charged on all returned checks.
TRANSFER SERVICE:
To transfer service to a new address, you must come to the Utility Billing Department at City Hall and pay the required thirty dollar ($30.00) transfer fee and provide picture identification.
REQUEST FOR DISCONNECT/TERMINATION:
To request that your water be disconnected/terminated, you must call the Utility Billing Department at (903) 675-5131 or come to the Utility Billing Department at City Hall during normal business hours.
DISCONNECTION DUE TO NON-PAYMENT:
If your service has been disconnected due to non-payment, you must come to the Utility Billing Department during normal business hours and pay a fifty dollar ($50.00) reconnection fee in addition to the amount of the past due bill to restore service. If service is restored after normal business hours the reconnection fee will be one-hundred dollars ($100.00). If account has been finaled out for non-payment, you will also be required to pay a new deposit and service fee to re-establish service.
